Your Honor Mr. President:

On behalf of the American people, I congratulate all the people of Kosovo on the eleventh anniversary of your country's independence.

Our powerful bilateral relations are rooted in the shared vision of a Kosovo and the Western Balkans stable, secure and prosperous. Now when Kosovo is beginning its second decade as an independent and sovereign state, I encourage Kosovo citizens to focus on maintaining democratic principles, strengthening rule of law and advancing economic and trade opportunities. Most importantly, Kosovo and Serbia must normalise relations, which is essential for the western integration of Kosovo. We see mutual recognition as the foundation of normalised relations and as the basis for any comprehensive solution.
