The process of dialogue between Kosovo and Serbia continues to remain blocked as a result of the Government of Kosovo's decision to impose 100 per cent customs duties on imports from Serbia and Bosnia and Herzegovina.

But despite this fact, representatives of the Kosovo negotiating team say that it is currently working on the platform for the final phase of Kosovo-Serbia dialogue, which is under way in Brussels with the ease of the European Union.

A new meeting between the presidents of Kosovo and Serbia, according to the European Union, is not expected to be realised as long as Kosovo keeps the customs fee in force. The US has also called on authorities in Pristina to suspend the fee, naming actions against dialogue contrary to American interests.

In such a situation, it remains to be seen whether the EU or even the US will activate diplomacy for the realisation of separate meetings with parties in Pristina and Belgrade in an effort to reach reconciliation for continuing dialogue.

One of the chairmans of the negotiating team, Fatmir Limaj, who is also Kosovo's deputy prime minister, told Radio Free Europe that the United States of America is the main supporter of this process that is being eased by the European Union. According to him, a final agreement between Kosovo and Serbia would have to be guaranteed by the US and the EU.

Limaj has not denied or confirmed that during the dialogue process there may be a change in the approach of dialogue, giving it a new dimension through the activism of flying diplomacy, or as it is known for the international term “key diplomay”.

“Se street (dialog) can change, for now it is too early to speak. But this is the position and is the helping position for Kosovo. I believe the time has come for both Kosovo and Serbia to sit down directly and close their open issues, always with the presence of our powerful partners who have helped us build this state and come to where we are now”, Limaj said.

On the other hand, politicologists do not rule out the possibility that, in certain stages, during the process of dialogue between Kosovo and Serbia, there will be also “diplomatic flying”.

Political science professor at Pristina University Arben Hajrullahu told Radio Free Europe that no form or method would contribute to the sustainable resolution of the conflict between Serbia and Kosovo, unless preconditions for peace are created.

“Theoretically, it would be possible that at certain stages during the dialogue process between Serbia and Kosovo, or as those who do not recognise Kosovo's independence, for example. The EU, dialogue between Pristina and Belgrade, should also apply “to diplomacy” [Flying diplomacy]. However, no form of method do I think will contribute to the sustainable resolution of the Kosovo Serb conflict, unless preconditions for peace are created. And so let's say that the state-run search by the parties for crimes committed in their name, providing information about the missing persons, and so on, would be signs of will and willingness to overcome conflicts and give a possibility of lasting peace in these” spaces, Hajrullahu said.

Hajrullahu considers that living all the agreements that have been reached so far would be a right move to move forward.

“With the current political elites in the agendas, there is not much room left for optimism for a solution that would offer lasting peace, which is being heralded as a historic agreement”, Hajrullahu said.

Politicalologist Ramush Tahiri also says flying diplomacy is an opportunity, or, as he says, a good option. But according to Tahiri, at this reluctant stage of the process, it cannot be done, nor can it be worked that way.

“At this stage even flying diplomacy does not produce any results, because it seems neither side is agreeing. But hidden diplomacy and concrete diplomacy can reach the final agreement. This does not mean the negotiating team, but does mean the level of presidents or prime ministers, personalities who have the legal and constitutional right to sign such agreements and that at a more or less solemn meeting, without debate in the Assembly to be approved”, Tahiri said.

Tahiri, considers that now when the dialogue process has turned to zero, as he says, and when there is a distrust in Pristina of President Hashim Thaci, there can be no initiative for such a negotiation process, though as a possibility exists.

“Diplomacy éshtlé, or middleman or flying carrier may be used, and it is usually used because they go to the conversationators who are reliable on both sides and do mediation, and when the debates approach they meet secretly, I'm talking about negotiation techniques. And that's how the agreement is reached, which is agreed on at every point and, as the president (US President Donald) Trump has said, the parties then go to United States of America and sign it”, Tahiri said.

Whatever life this week, the negotiating team is expected to hand over to the Kosovo Assembly the platform for negotiations between Kosovo and Serbia, where, after the Parliament is expected to approve.

Kosovo President Hashim Thaci, after returning from America, has said he has received clear orders that without the suspension of the customs fee on goods from Serbia and Bosnia and Herzegovina, dialogue in Brussels cannot continue. /rel/
