Goran Radosavljevic was born in 1957 in Arandjelovc, RS and Serbia, RSF Yugoslavia. Radosavljevic graduated from the Faculty of Physical Culture. He worked at Serbia's Ministry of Internal Affairs since 1985. Initially, he learned special fighting, and later became head of the respective department.

When Yugoslav wars broke out, he joined the special police unit, which later became gendarmerie. During the Kosovo War (1998-1999), he led a series of anti-terrorism “groups known as the (OPG) Operational Group. They were created to fight the Kosovo Liberation Army ( UÇK ), which called for Kosovo's independence from the Federal Republic of Yugoslavia. The OPG was later suspected of killing 41 Albanian civilians in the Sikku massacre in western Kosovo in May 1999.

General led the OPG into its fight The KLA during the entire Kosovo war. A number of human rights groups have claimed that the OPG has committed war crimes against civilians. Radosavljevic was the person responsible for the military operation in Recak on January 15th 1999, which would be known as the Recak massacre. Serbia's War Crimes Prosecutor also brought him in connection with the murder of the Bytyci brothers, three American Albanian brothers who came to Kosovo to fight side by side of the KLA. Radosavljevic was responsible for a police training facility where the Bytyci brothers were arrested, executed, and buried in a tomb without legal authorization.

He became the first commander of Serbia's restored gendarmerie on 28 June 2001.

In 2003, the United States agreed to deploy 1,000 Yugoslav soldiers to Afghanistan, commanded by General Goran Radosavljevic.

In 2005, he left the Serbian police. On December 17th 2006, Serbian police reported that Goran Radosavljevic is on the run, though there was no indictment against him.

In 2010, he joins the Serbian Progressive Party of Aleksandar Vucinqi, Serbia's current president.

As of May 2014, Radosavljevic is a member of the Executive Council of Serbia's Progressive Party, which is in power in Serbia in coalition with the Socialist Party of Serbia in Kasap of the Balkans, Slobodan Milosevq.

As Insander.com earlier reported, Radosavljevic is one of those wanted to be extradited to the US because of suspicion based on the murder of US citizens by Bytyci brothers. The bilateral extradition agreement of criminals between the US and Serbia has also been approved by Serbia's Parliament, writes Insander and broadcast Periscopi.
