Statements by LDK officials that the division of ministries cannot be equal for VV deputy Chairman Besnik Bislimi can stop the process, as they will give nothing compared to the political burden they gained in the October 6th elections.
Bislimin in an interview for KosovoPress provides details about the way ministries split, about the alternative to the coalition's failure between the VV and LDK, as well as of Prime Minister Ramush Haradinaj's recent decisions.
“I don't know what happens at the moment when negotiations go from the technical level where the governing programme is designed to the political level where you talk about sharing responsibilities. If any additional demands arise there and there are undiscovered claims then this could produce the process. But what's important is that for the VV, the will of the citizen is irreversible. If the citizen announced the VV and declared Albin Kurt as prime minister then we can't negotiate these two elements. The first, the prime minister's position, is not on the negotiating table, is not that a subject is giving another subject to the prime minister, but is directly chosen by citizens. At the same time, the rest of the governance should be divided into political weight in the election”, Bislimi says.
In the event of failure to reach the deal, Bislimi says the new elections are the only option. Because, according to him, the LDK has no alternative to the opposition.
“The LDK and VV alone have new elections. The only way that LDK has gone into opposition is if Vetevendosje agrees with the government with the PDK, what doesn't happen. Which means the LDK would either be part of the government, or have to go to the polls. The VV would either be part of government or we could go to elections. And now this option of how they will translate into the power of negotiations shows the sovereign again. The first poll to be conducted after the elections has the market on what the” forces are like, he claims.
About the government's format with 12 ministries, VV deputy chairman says there are two versions that have been sent to party leaders with minor differences in ministers' accommodation, as long as it provides details as which ministries will be eliminated and reshuffled.
The Ministry of Economic Development will be the minister in its own hands, but other ministries will join. For example, the Ministry of Trade and Industry will join, according to one of the versions. Minister of Labour not of Social Management, but only of Labour. Also part of the Ministry of Innovation, part of the Ministry of Diaspora that deals with strategic investments. That means the minister will become a super minister... the Ministry of Invention passes to the Ministry of Education and primary role as the minister is not, but as the department has to support scientific research”, he says.
For statements by incumbent Prime Minister Ramush Haradinaj for not leaving the tax, Bislim calls it weightless, while stressing that he will shift all recent government decisions to his resignation.
“What the outgoing prime minister says does not bear weight in our negotiations with the LDK. When the tax has been imposed, the outgoing prime minister has not consulted anyone. It means that tax is the supreme instrument of the coalition that has been in government at that moment. Even though we never have anyone inside the coalition clear. When it's done well, everyone has earned their credit, when it's gone bad, everyone says we've been against it. Such policies that are uniformly unilateral and uncoordinated with the political factor in the country cannot provide life expectancy after that coalition's fall. Ramush Haradinaj cannot say you are the new government, people have voted for change, but you continue with old policies. Next week, they are expected to meet VV chairman Albin Kurti and LDK leader Isa Mustafa to try to formalise the political agreement for the future ruling coalition.
