The IAAF has taken measures against Russia, until some officials were suspended after breaking anti-doping rules, Periscope reports.
Russia has been suspended to participate in athletics since 2015.
Some athletes have again managed to compete under neutral status, including the Winter Olympics in 2018.
“Wada must show teeth and implement strict rules not to participate in the Russian athletes at the Olympics,” said Tygart.
It's sad when the country's athletes suffer for the fraud of the government and the sports system it represents.
