The Serbian list has not yet been certified has indicated that to be part of the future government, they will first consult with Belgrade.

But Vetevendosje Movement Deputy Chairman Besnik Bislimi says the future government could be formed even without the Serbian List.

Bislimin in an interview for Economy Onie says “Srpska”, before considering becoming part of the government led by Albin Kurti, must respect the Constitution and document that recognises Kosovo and works for its own good.

There could be no government without the Serbian List. The constitution clearly says Article 92.1 that the Kosovo government should rule in accordance with the Kosovo Constitution. It means that we recognise the state of Kosovo and work for the good of this state. The Serbian List should document that recognises the state of Kosovo and will act to advance the interests of the Republic of Kosovo. We're not going to let people or groups who work to destroy their country come through our budget. But in this consultation I think each side is bound to be a little more flexible and creative. Finding a solution which in the long term seems to have been the best solution”, he says.

VV deputy chairman says the future government is not obliged to implement the Haradinaj Government policies, and in this respect Bislim says it will focus on VV politics and philosophy rather than others.

“Haradinaj may say, but my government has fallen, people have voted for changes, but you continue with the same policies of mine. We think our policies are more creative and weightier on the international political level. What we've outlined several times is that we think tax is not enough policy in relation to Serbia, but full economic reciprocity solves this problem. It means we will deal with any Serbia economic decision that has damaged Kosovo's economy, and for which neither the EU nor other countries have been warned about Serbia and implementing the same”, he says.

He says that for the establishment of Haradinaj tax, he has not asked any opposition parties, but still says they will first impose full reciprocity on Serbia, then review the tax issue.

If Serbia has not recognised the certificates issued in Kosovo, and the EU has considered this as a regular thing, we on January 1st will not recognise certificates issued by Serbia and the EU cannot say that in Serbia's case it is in order and in the case of Kosovo no. We think that at that moment when we set up full reciprocity, then we can talk about tax removal, and normally we will do this in coordination with the international partners”, he says.

Bislimi says the past government also had shortcomings in terms of foreign policy, as it claims those representing foreign policy were not creditable and as such damaged international relations.

However, it says in working groups of two parties V The V-LDK has not been discussed who this dictatorship will meet. That's why the minister says they will decide the two political leaders.

The foreign policy is one of the areas that we agreed not to treat as a working group, because they don't talk about budgetary aloations and capital projects, it's more political. As a result, we have agreed to clarify this between the two political leaders. But in principle we think international reports should be built on mutual respect. The Kosovo side has consistently been on the international plains for reasons that key political figures representing foreign policies have been disreputed figures both inside and outside, and therefore their negotiating power has been minimal. We think that foreign policy should be very creditable, should be consistent and be guided by those who carry these two elements”, he says.

Despite the Montenegrin president's declaring the issue of demarcation with Kosovo is a closed topic, Bislimi says there is an agreement between the two presidents to be respected.

He says that this issue will be taken priority, immediately creating working groups.

Montenegro's “president cannot one side sign a document agreeing that he will agree to the creation of joint commissions reviewing and then to say that anything is revised. He must clarify this statement. We still have our president's signing available and we will insist on both sides that as soon as they create working groups and what Haradinaj has promised and has not done after the moment of signing the demarcation we will immediately ask for”, he says.

The VV deputy chairman also spoke of priorities to be taken with once the government is formed.

He says they've already made some decisions that will benefit the citizens.

Some decisions we've taken without coming to the government. The drastic reduction in the number of ministries. A 70 percent reduction in the number of deputy ministers. The promise of additions to children, the promise of lifting personal income taxes under the 300-euro salary, building 4 thousand residences for social cases. These are the promises that will be made, and from which the citizen will immediately feel the improvement”.

Bislimi says that still without their coming to the government, public administration mentality has begun to change.

It even says that over 20 complaints of workers for violations of rights over the years have been addressed.

“Fighting uncompromising corruption, centralising public procurement, are measures that will have the imedia effect on efficiency. I actually have reports that already began to change the public administration mentality. For example, I have information that in certain institutions the workers who have been violated for years have taken courage and made over 20 complaints. Because they now have hope that their complaints will be addressed fairly. So mentality has changed without coming to the Government”, he says.
