27 people in one day have started working in the Gjilan municipality. They were accommodated at various directors on October 1st, or five days before the extraordinary elections.
All employees are engaged in temporary contracts for Vance services.
Construction inspectors, officials for efficiency, officials at the business support center, communications officials, hidra engineer, etc. are some of the positions of officials who were hired.
Even a procurement official has been hired. Over 40 per person with temporary contracts are employed in this municipality as procurement officials.
The first person on the list is a close man of the LDK and Lutfi Haziri. It's about Jonuz Hasani, who is engaged in the office of the mayor of the Communists, in the position of a co-ordinator of the Presevo Office, Bujanoc, Medvedja”.
During the past year alone 119 people have been engaged temporarily in the Gjilan municipality. In the 2018 annual report on the Gjilan municipality that was released by the National Auditing Office a few months ago, 42 were engaged in the administration as procurement officials.
Last year, there were continuing reports of contracts on work for the same people without competition. The audit report says that for involvement in administration, the engagement of persons has occurred since the municipality has over 40 employees suspended due to criminal investigations by the Prosecution, while for the other staff the Community has no approved budget for additional personnel.
Under the Civil Service Law, the appointed term appointments for a period less than 6 months will be made under contracts called “Agreements for special services” that submit to the Law on Obligations and for which a simplified recruiting procedure is implemented. The audience has said that covering important positions with temporary agreements results in poor staff performance and monitoring and boosts uncertainty whether appropriate staff is engaged in such positions.
