The move is a sign that the US is determined to achieve a new diplomatic success in the Balkans, much more difficult than the agreement between Greece and Northern Macedonia.
The US is the biggest supporter of Kosovo's independence and the main advocate under NATO's territorial security. The American goal is to have the conflict closed officially, with the recognition of Kosovo from Serbia.
The start of the dialogue will await the establishment of a new government after this week's elections in Kosovo. But dialogue has been greatly hampered by Serbia's eager efforts to convince different countries of the world to attract recognition of Kosovo's independence, as well as the 100% value fee the Kosovo government has set for Serbian goods.
Hypotheties that Kosovo will have to provide a portion of the territory to gain recognition from Serbia have triggered protests and concerns in Kosovo. On the other hand, the possibility of recognising Kosovo has exacerbated the Serbian Orthodox Church and nationalists in Serbia who hope the international situation can be reversed in their favour.
Nearly 100 world states now recognise Kosovo, 23 of the 28 EU member states, including most of the neighbouring countries. What puts the situation at greater risk is the Russian effort to keep the conflict alive in the region.
At least one of Kosovo's leading diplomats welcomed the decision immediately. “Urimme and best luck @Richard Grenelli”, wrote on the Twitter network, his colleague, Kosovo Ambassador to Germany Beqe Cufaj. I'm sure my friend Richard Green will do a good job. The time has come for Serbia to recognise Kosovo and an agreement to be reached between the two countries that will bring peace and development to Balkan.
