Kosovo Deputy Prime Minister and Foreign Minister Behgjet Pacolli has stressed that the initiative of the citizens of the South Mitrovica municipality for changing and completing the Law on Administrative Borders of the municipalities, initiated by the mayor of Agim Bahtiri and the South Mitrovica Municipal Assembly, is a constitutional right, stemming from their will to exercise the sovereignty that belongs only to citizens.

I believe no one is against civic initiatives based on constitution and law, even more so when these are a mechanism for exercising sovereignty that originates with citizens and belongs only to them.
The Republic of Kosovo has well regulated the procedure and the criteria through which a legislative initiative by citizens is realised, whether for changing any law or drafting any new law. It is known that the initiative of the legislative initiative is only a phase of this procedure, and that after that it is left to the Republic of Kosovo's Parliament to decide on further proceeding of the legislative initiative, which comes from citizens. Therefore, the initiative of the citizens of the South Mitrovica Community for the change and completion of the Community Administrative Borders Law initiated by the mayor of the municipality Z. Agim Bahtiri and the Municipal Assembly of the South Mitrovica municipality is a constitutional right, stemming from their will to exercise the sovereignty that only belongs to citizens. /Periscopi
