After making the International Court of Justice's decision ( JND's that

(ii) Measures of any nature based on concessions that go before February 17th 2008.

  1. The EU will give additional public pledges and ensure that:
    (i) Visa liberalisation for citizens of the Republic of Kosovo will come into force before the beginning of the Conference.
    (i) The Energy Agreement reached in Brussels between Kosovo and Serbia before the start of the Conference will be fully operational
  2. It has been verified that Serbia has removed all non-tariff barriers caused to Kosovo's movement of goods, as well as all illegal restrictions on the service trade and the movement of people from Kosovo to Serbia.
    5. The president, prime minister or minister of foreign affairs of Serbia publicly confirm that all policies and actions of any kind directed against aspirations of
    Kosovo as sovereign state whether they apply at local, regional or
    International.
    The tarifa will be re-set immediately if the Conference does not end with one
    Entirely binding agreement between Kosovo and Serbia, which provides, among other things, mutual recognition and Kosovo membership in the United Nations Organisation. Tarifa will be re-set on a later date if the comprehensive agreement is not implemented
