The Russian Defence Ministry has proposed a draft of legislation that would allow Russian forces to crash civilian travel planes within the country's airspace.
According to the draft document handed down, civilian planes entering Russia's airspace without authorization and failing to respond to the warnings of attack could fall if they are estimated to pose threats to multiple deaths, ecological disasters or attacks on strategic targets.
The bill envisions that the Defence Ministry must prepare to react to unidentified planes when they approach 50 kilometers at Russia's air border. Under this law, civil aircraft cannot be attacked unless there is real danger due to multiple deaths or ecological catastrophe.
This proposal does not predict how the Russian army would identify these threats. In 1994, the Russian government had adopted a resolution banning military forces from bringing down civilian planes if there are travelers, writes “Free Europe”,
