Bamir Topi in a live link with the Open has accused Edi Rama of being a prime minister who does not hold ties to the presidency institution. The prime minister and president need to get into some kind of confidential communication and there is no need for conversations in the market. But we go through an extra institutional phase.
Asked by Annie Vassili if instead of Ilir Meta he would have signed it as Foreign Minister Genc Cakaj, Topi answers:
I would have preferred an Albanian foreign minister with all respect for Kosovars. You remember the first debate several years ago when Serbia's former prime minister called for dialogue with Albania, not with Kosovo, all of us opposed because Kosovo was a republic. We have 100 ways to communicate and respect each other with Kosovo.
