Kosovo was in an apartheid regime by the Serbian fascist state, and Albanian leaders did not discuss the eventual participation in this election. Two years after Referendum for Independence and parliamentary elections, any offer coming to become part of Serbia's system was flatly refused. Full independence from the Serbian state was the first and final condition for any agreement. And, right.
But, at the time, perhaps tired of suppressing Milosevic's fascist state, within the Albanian political spectrum had begun to create rifts for the way the Albanian movement for independence should follow.
One of those voices, that the world proposed another route, was publicist Veton Surroi. Almost among the only ones, there was Surroi proposing and trying to argue why Albanians should participate in Serbia's Parliamentary Elections in December 1993, when Slobodan Milosevic was at the height of his power.
Surroi's attitude had sparked harsh reactions, and his attitude, to this day, is still used as an argument against him, accusing him of non-consistence and political miopy.
Surroi's writing was published in the Belgrade newspaper Borba, in 29,10,1993, and Periscope brought in complete in Albanian.

According to Serbian political mathematics, with the case of the distribution of Serbia's Parliamentary Assembly boycott of the December parliamentary elections on the part of Albanian political parties, it has certainly been taken as the KREYME PUN. I guess that in the ranks of Socialists, Radicals and “citizen group Arkan” has already begun selecting candidates who will be voted to be members of Serbia's parliament with 0.1 % of the general vote. Such accounts have already won support in the form of a statement coming from Dr. Rugova-the main personality of Kosovo Albanians who said Albanians would not participate in these elections, as they have held their own elections and through the referendum have expressed their will for independence.
There is no doubt that looked from the Albanian perspective, there is a range of reasons for not participating in these elections. Albanians have declared their desire for independence countless times, peacefully and personally. Also, they have tried to form their multiparty institutions in terms of full police control over Kosovo. I have no doubt that if at this moment the Kosovo Albanian people were asked, the answer to independence would be a “That's exactly what I'm talking about. Even without these politically-cooperative prejudices, Kosovo, in the situation it is currently, fully under military-police control there are no more fundamental conditions for the development of democratic elections.
However, if arguments were asked for a different approach or were persistently sought by influential circles, maybe even found.
However, they are the first of the pragmatic and mathematical nature. Until this day, in Serbia's parliament, along the two mandates there have been people who have represented Kosovo, people whose intellectual co-efficiency has been even lower than the vote cofficient won by the voting body.
The second or third reason for participating in the elections could be part of the Albanian Movement for Kosovo's political philosophy. Consequently, definition of democracy and not using violence force the use of all forms of political warfare. Both participation and not participating in elections are part of these methods. However, there is an additional reason for election appearance: strengthening democracy in Serbia. As far as it seems impossible today, political forces in Serbia will inevitably have to head towards the path of democracy. For Albanians, as neighbours of future democratic Serbia, it would have to be in interest to help them on this road. Viewed by pragmatic effects: even Albanian children see that the country is not under Serbia, that is acknowledged by any slightly more serious international analyst, while few ministries of influential countries where this fact is denied in informal conversation, but Serbs should listen to it daily in contact with political parties through direct broadcasting of parliamentary sessions.
No doubt, the first question of Albanians and Serbs is: why are there arguments to the exits to these elections and did not exist in those preliminaries? The answer is not to raise freedom standards in this election (rathermore, conditions have deteriorated) but to the political moment. Serbia is crossing the threshold of purgatory and should now look for itself inside. The unclean Serbian political answer torments anxiety over murder and destruction, crime and misery. This conscience, of course, is one more thing - Kosovo. And here, as in every conscience, the inner voice must be erased. The series of parliamentary elections from 90 to now has placed Serbia in the position of self-confidence for the creation of Great Serbia through military victories. Now when military victories are rounded up, the time is coming, as a prominent Serbian academic once said, for other results in peace, or in an effort to peace.
But does the election appearance of Albanians mean recognition of the Republic of Serbia or recognition of dominance over Kosovo? Yes, if the political platform, which was offered to voters, was to be declared. If, voters would have been clarified that this is part of the parliamentary political struggle for independence, it would necessarily also be understood. Zaten, the connoisseurs of Albanian history, knows that a part of the leaders of the political movement for independence from the Ottoman Empire has been sitting in the Turkish parliament.
I know there are Albanians who oppose these arguments that the more isolated and undemocratic Serbia is, the better for Albanians and Kosovo. This mathematical draw works well not to tighten one limit of international pressure on Serbia. However, this limit, significantly achieved through international sanctions, and that, therefore, the international community -- whatever it means with this tone of speech -- stays very comfortable at the position that it should not honour any measures against Serbia. The border could be crossed, as far as it can be seen now, only through the war in Kosovo, and only in this case could we see military intervention against Serbia and imposed settlement to the Kosovo issue. It is a matter of basic human responsibility (but political pragmatism) that should be be be be bet on this letter? Or should the bet be put in the letter that someone at an international conference will order Serbia to accept Kosovo's independence?
Kosovo Albanians have long lost their political initiative. Instead of creativity and entrepreneurship in political action, they have reached the level of dome and degradation towards the world's political sky. Although they have created an alternative existential structure on the social plain, partly in education and health, they are politically drowning in their own words. It's been a long time since it turned into a speech in front of the mirror. There is even a lack of basic sense of demonstration. The elections, perhaps, would be the revival of resistance and demonstration of power.
Seen from heaven whatever the attitude of Albanians in the December elections in Serbia will be the wrong position. The election exit would have cooled even more hope that Kosovo's independence is somewhere behind the door of an international conference. They would have lost hope - perhaps even the only opportunity - to light your fortune behind that historic door. Do not leave them where they are in the position of self - indulgence with themselves, including the consensus of being right.
