Tokyo has raised concerns about the Russian Army's deployment in the area, especially near the contested islands of Curly, which are claimed by Japan in a dispute dating back to World War II.
NATO has said it will monitor military exercises amid tensions with Moscow, just as the United States has a strong military presence in the Asia and Pacific region.
About 300,000 troops, more than 1,000 military planes and two fleets are participating in this week's Vostok-2018 exercises in Siberia and the waters off the eastern coast of Russia.
While around 3,500 Chinese troops are expected to take part in the exercises, which last until Monday.
The exercises came amid the mounting tensions of Russia and the West following the poisoning of former Russian spy Sergei Scripal in Britain and allegations that Moscow has tried to sponsor US elections.
