Cicmar estimates that Prime Minister Ramush Haradinaj has shown arrogance yesterday and the indictee in relation to ambassadors.

In addition to his Facebook account, Kicmar considers Haradinaj as neglective and indicted in ambassadorial duties:

Public response to Prime Minister Haradinaj's statement at Fifth Ambassador Conference

Prime Minister of the Republic of Kosovo Mr. Ramush Haradinaj at the Fifth Conference of Ambassadors of the Republic of Kosovo on Thursday 6. September 2018 in Pristina, he spread arrogance and ignorance when he declared: „except that you complain that we are not sending instructions, which I think you are not right. I think he's a badass ambassador or diplomat who says he's not sending us instructions from Pristina. I think he's a bitch or a shit. Why am I saying that, because today's media, technology has enabled you to see the Government meeting directly, you can follow 20 themes of the Government meeting. It's been said that Pristina isn't sending instructions, that don't come to you, that you have the Government meeting directly... I see ambassadors of other countries here, how interested they are in this country's processes, how much they learn and how much they know, how good to help their countries. Do the same, be interested in your country, follow the processes, follow the subject. I assure you that you have enough to present Kosovo to these countries. ”

In defense of my professional dignity, they display my public indignation at the ungrateful declaration of the prime minister of the Republic of Kosovo. I want to let you know that I have personally never asked for instructions from the Government of the Republic of Kosovo, nor from the prime minister for ten years of my service as ambassador (over five years in Austria and about five years in Australia). But, in Prime Minister Haradinaj's above statement, the provisions indicted him for his ambassadors' duties, and especially the way they are informed and informed.

Although I personally have not needed to ask for instructions, it is quite natural and preferable that the Government of the Republic of Kosovo equip with regular and specific instructions the ambassadors of the Republic of Kosovo, even codatingly, as other states do with democratic tradition. Government meetings are important to inform ambassadors, but they are completely insufficient. Reducing information only from government meetings testifies that the prime minister is not yet sufficiently familiar with diplomacy duties.

I want to inform the prime minister that on the theoretical and practical level ambassadors perform five main functions: They represent the Republic, negotiate on behalf of the Republic, monitor and inform about developments in the accepted country, protect the interests of citizens and the Republic of Kosovo, and work in deepening bilateral relations. Thousands of reports, cables and analysis to the president of the Republic, the prime minister and the foreign minister have been sent from the missions I have been leading for about ten years. There are dozens of bilateral agreements and recognition of the Republic of Kosovo that have resulted from the work of the missions I have led. The Australian continent is the only one in which the process of recognising the Republic of Kosovo has been completed and there has been unanimous support for our Republic's accession to the U. NESTO in 2015. I know that identical commitments have had many of my colleagues, accredited in other countries.

Even Mr. Haradinaj with other countries' diplomats is unfair and incorrect. As he sees foreign diplomats, as well as they know about Kosovo, so do we, diplomats of the Republic of Kosovo, for the country we serve. Let him read the cables and the analysis and understand it. And, finally, let him ask foreign diplomats in Kosovo if they receive instructions for concrete actions from their countries and will receive the correct answer.

It would be good for the prime minister to weigh the words in relation to people who for ten years have left their family and social environment to serve the country. The ambassadors of the Republic of Kosovo are not “quana and the jar”, but people with dignity, representing and highly defending the interests of the Republic of Kosovo.

Dr. Sabri Kicmar, ambassador

Pristina, 7. September 2018”.
