20 thousand veterans owned the Kosovo Liberation Army shortly before the transformation of the KPC in September 1999. According to one of the witnesses to the indictment of former prosecutor Elez Blakaj, the work of the Government Commission for Vetranfiance has been unnecessary since there has been evidence from that period. While the members of the Commission have called them incompetent.

In fact, as Spiro Butka claims, a member of the staff of Operation éghetaão and chairman of the KLA Veterans Association in Tirana, the number was exactly 14,064.

The start of NATO's intervention on Serbian targets had also affected the number of soldiers.

Butka has sent KTVA a list of soldiers with KLA ja in September 1999, which coincides with the time of transformation at KPC.

According to Butka, records of this period would have to be in archives to make the work of the government commission unnecessary.

“I emphasized these numbers because during the processing of the decision of operation Shiggeaʹ with Bislim Office, with this number we built the force report. But around this number, post-war figures and records have emerged from the Ministry of Defense of the Interim Government and that of transforming the KLA into KPC. I think these statistics are found in the archives of Kosovo and there was no need to be recorded by some disabled employees of that commission, which should be analysed why they have made these huge additions”, said Spiro Butka, member of Operation Staff {Shegitaão) and head of the KLAANVL in Tirana.

Although claims to fan the number of veterans have praised them as a moral blow to Albanians, image of The KLA, according to Butca, cannot be destroyed by deceivers.

Butka in former prosecutor Elez Blaka's indictment, is one of six witnesses and has expressed readiness to talk about the multiple frauds made with veterans' lists.
