Kosovo's “representatives of power are presenting to Western embassies the solution to the issue of independent Kosovo in which the position of Serbs under the South Tyrol model in Italy” would have been adjusted, claims the Serbian newspaper “Novosti”.
If Kosovo gets the support of key Western countries for this plan, it means that the Serbian side and their president, Aleksandar Vuciq, will practically remain isolated with their “proposals for compromise”, and if they disagree with this proposal, Belgrade and Vucinqi will be charged with failing negotiations with unprecedented consequences for Serbia and for it personally.
For this, the Serbian head of state had declared on Wednesday: “Church wanted Kosovo's problem resolved once and for all, but this solution is still far away. If I dare to predict, we will gain nothing in negotiations with Pristina”, broadcast Inseder.com.
His doubts Vuciq has repeated during yesterday's phone conversation with US Assistant Secretary of State Wes Mitchell, who has conveyed that he considers it very difficult to reach agreement between Belgrade and Pristina, but will continue to make maximum efforts to achieve sustainable stability in the Western Balkans, writes “Novosti”.
Otherwise, South Tirol province has primary and secondary competencies. The primary competencies include cultures, child nests, social affairs, roads, local public transportation, settlements, tourism, artisans, trade, industry, agriculture, civil protection and parks and nature. Under these areas, South Tyrol may fall laws no matter what state regulations. Secondary competencies are sports, education and health, until protection, police, justice and finances are in the hands of the state. The South Tyrol budget is about 5 billion euros a year and is filled by the province's tax revenues. Of this the nine tenth parts remain in the ark of the province, and one tenth is paid to Rome.
