Kosovo targets UN membership, does not discuss citizenship with Serbia

The decision to move the government delegation along with the president has been made at the second meeting held on Friday day. At the first meeting, the president and representatives of political parties who are part of the coalition government had a new platform, proposed by the chairman of the government. The proposal, dubbed “P framework document on the Kosovo dialogue -- Serbia” -- includes the principles of negotiating with Serbia, the composition and structure of the negotiating team, Kosovo's expectations from the international mediator side, the timetable and deadline of talks, the goals and goals of Kosovo in dialogue, and the red lines, Koha Ditore reports.
The document, while supporting President Thaci's interest in leading Kosovo's negotiating team, is in many ways opposed to its constructed positions, especially since President Thaci was effectively summoned to the Ahtisaari Pack and the International Court of Justice decision, as well as setting strict red lines, which President Thaci had initially insisted should not be decided.
Principles:
1. Kosovo as a sovereign state with full integrity enters the dialogue on normalising relations with Serbia.
2. Dialogue with Serbia realised in Brussels takes place in the spirit of European values and aims at good neighbourly, stable and contributing region of peace in the Balkans.
3. Kosovo respects the integrity of all its neighbours, including Serbia, its right to aspire to European integration.
4. Kosovo enters the dialogue by respecting the comprehensive Ahtisaari Agreement, guaranteed and supported by many states and international organisations as the basis of its international accession, at the same time as an Incorporated document in its Constitution.
5. Kosovo enters dialogue, respecting the International Court's decision regarding the Sui generis principle of the existence of the state of Kosovo.
6. Kosovo accepts dialogue with Serbia, given also peace and stability, which can produce normalisation of relations between neighbours.
7. Kosovo is ready to strongly respect the agreements reached so far, even in the ongoing dialogue from Vienna and Brussels, guaranteeing full respect for human and minority rights coming out of all the most relevant international documents.
8. Kosovo guarantees whatever agreement progresses the full respect of the interests of the Serb community in Kosovo must conform to the most advanced European and international standards.
9. Kosovo's Euro-Atlantic integration is the basis and long-term goal of Kosovo and the concept of peace and stability in the region.
Kosovo Negotiators
1. The president, as the country's highest sovereign and unifying representative, has the right to represent Kosovo in talks with Serbia in Brussels.
2. The president responds to the Kosovo Assembly for the final outcome of the talks. He repeatedly announces Kosovo's Parliament and Government with the performance of talks.
3. In the country's interest and by respecting Kosovo's Kosovo negotiating political tradition, and in the interest of the greatest in representation and protection of the country's interests, an appropriate comprehensive format of the negotiating group is proposed, which teaches the achievement of an internal consensus.
4. The inclusive group should include the country's institutional leaders, political representatives and, according to the need, representatives of ethnic communities.
5. In the interest of the negotiating group's best functioning, the expert group is available, which will help the negotiating group in the specific areas of the dialogue process.
Third side:
1. The European Union and the United States of America must be mediator, facilitator and guarantor of the negotiating process between Kosovo and Serbia.
2. Dialogue is good to continue in Brussels, as the chief centre of the European Union and NATO.
3. The permanent presence of those appointed by the EU and the US in the process of negotiating would be welcome.
Timeline
1. Kosovo should aim for clear deadlines for the flow of talks, timetable and implementation obligations that stand for the parties in the negotiating process.
2. Such a schedule is to be envisioned within the framework of guaranteed talks of the third facilitating side of dialogue.
3. Imploreing the outcome of the dialogue should be binding on parties with guarantees of international facilitators with terms and clear obligations until sanctions for non-invention.
Kosovo goals, goals in dialogue
1. Kosovo aims to complete its process of building stable neighbourhood and normalising relations with all neighbours.
2. Kosovo aims to normalise relations with Serbia, with a clear and long-term goal of mutual peace and respect.
3. Kosovo aims to create the opportunity to be part of Euro-Atlantic integration by eliminating the latest obstacle through dialogue with Serbia.
4. Kosovo respects Serbia's orientation to be part of the European Community.
5. Kosovo is aimed at UN membership at a reasonable time.
6. Kosovo wants mutual accession between the two countries, respecting each other's integrity and sovereignty.
7. Serbia and Kosovo must enter the European Union by not contradicting each other and having no open issues and knowing each other as two neighbouring states, respecting European values, principles and obligations.
8. Kosovo and Serbia as the long-term goal of normalising relations must also work on the reconciliation process, which must face the violent past and the tragedy that has occurred in Kosovo.
Red lines
1. Kosovo does not negotiate its citizenship, sovereignty and integrity.
2. Kosovo does not accept results of dialogue that compromise the functionality of the state and institutions, discrimination of individual rights or of any group, community or ethnicity.
3. Kosovo does not accept the third level of power, which questions internal institutional functioning.
4. Kosovo cannot accept elections, which can create a negative precedent for peace and stability in the country and the region.
