Over 100 deputies and former members of the Albanian Parliament have been making the most of a privilege of granting them the law, introducing means of co-operation at border points without paying customs duties, as all Albanian citizens pay.
After publishing the list of MPs and former deputies in October 2017, Albania. com has managed to detect the tools and goods that Albanian lawmakers have introduced through customs stations without paying taxes.
In addition to MP Fatmir Mediu, who has signed without paying customs duties a telephone camera worth 800 euros, all lawmakers and other former lawmakers have introduced luxury cars at customs stations, worth between 10,000 euros and over 100,000 euros. Tools have been bought and brought mainly from Germany, Italy and Great Britain to Albania, between January 2013 and May 2018. Democratic Party MP Astrit Veliaj has brought a car from Great Britain worth 111,000 euros without paying customs duties.
Halim Kosova has brought two cars from Germany, namely Benz-ML350 and the EUNZ, S350, worth 63 thousand euros and 33 thousand euros, without paying customs duties. Although the law envisions exploitation only once during the mandate of this favour, it stands out that some MPs have brought more than a car without paying customs. MP Nard Ndoka has bought an 85-0-euro car in Germany.
Meanwhile, Socialist MP Sadri Abazi has bought a car BENZ, AMG GTʹ, Germany, worth 105 thousand euros without paying customs duties. Even Socialist deputy Paulin Sterkaj bought a car in Germany TOU AGRAH worth 50 grand. Former President of PDIU, Omer Mano, has brought in a car from Italy RAGE ROVER, worth 102 500 euros, also without paying customs duties. The MP's status law has also benefited Flamur Noka and Edi Paloka, deputies of the Democratic Party. They have considered two vehicles, not paying the customs duty.
Flamur Noka has brought a car to Albania FALSE 7L), worth 400,000 euros, and Eddie Paloka car BENZ E 220 BTʹ, worth 28 616 euros, from Germany. The law has also been used by Anastas Angjeli, who has brought to Albania an Audi A8z car, worth 87 thousand euros, from Italy, without paying off the customs obligation. Even former DP President Kastriot Islami has purchased BENZ E 220 CDIʹ, worth 24 thousand euros, in Germany. Erion Brace, the Fino Union, Genc Pollo, etc., also received luxury cars without paying customs duties.
Legal Basis
Article 17 of Law No. 8550, the 1811.1999 status issue changed in 2013, predicts that the MP is allowed only in one case during his mandate not to pay customs duties for the labour tools related to his activities as MP. The law specifys it only in one case and only for the work tools associated with his activities as an MP. Apparently, the only tools of work for Albanian Parliament deputies are being caught only in luxury cars, some worth over 100,000 euros.
Other Privileges
This is just one of the privileges MPs have because of their status. MPs and his wife were recognised the right to equipment with diplomatic passports during the time of the mandate, as well as three years after its completion. The status law also envisions that the Parliament, in co-operation with local government bodies, opens in every circle separate offices for the deputies of majority and opposition, in any case they have representation.
The MP benefits free copies of official notebooks, bulletins of the Parliament or other central institutions, orders and decisions of the Council of Ministers, as well as ordinances, decisions and orders of local entity bodies in which he was elected. Also, public administration institutions, in which MPs have been employed after the end of the MP's mandate and if they have not reached retirement age, are obliged to return it to the previous workplace or to offer within a year from the end of the mandate, another job similar to the previous one.
