Kocijanciq: Still no date for restarting Kosovo- Serbia

I couldn't mention any date right now. When we get the date and everybody agrees, I'm going to go public with the agenda. I'm always going to do this, but I can't do it at the moment, say Kocijanciq.

Since the date of the next meeting is not known, the Kosovo delegation has travelled to Brussels. The Kosovo Government's co-ordinator for dialogue with Serbia, Avni Arifi, told Radio Free Europe that the Kosovo delegation will make presentation of the achievements in the dialogue process with Serbia, ahead of representatives of the European Union member states.

He said the Kosovo delegation will inform EU officials of the achievements, but also of the impasses the Serb side is causing the process.

We are prepared, we will talk about our commitments, but we will also talk about the blockades we have. We have no knowledge whether the Serb side is at that meeting, but for the sake of informing the opinion, we do not have a meeting with the Serbian side”, Arifi said.

Arifi said the Kosovo side has submitted the requirements for the meeting and topics expected to be discussed, but according to him, there is still no answer.

“Two requirements have been made in April and May, to resume negotiations, and energy must be in the first place. We haven't got answers yet. We've had an offer to hear the presentation of how far the results have been in drafting the statute, we haven't shown interest because there are greater priorities. For us there is no less important and more important agreement, all agreements are important and we are serious in this regard”, Arifi said.

On the other hand, the connoisseur of the Kosovo dialogue process -- Serbia, Life Krasniqi, analyst from the Kosovo Democratic Institute, speaking Radio Free Europe -- stresses that dialogue between the parties must continue. She stresses that for the creation of a better atmosphere in this process, the start of implementing agreements would create a better climate for ongoing meetings.

“Brussels must require both sides to implement the agreements that have even managed to sanction the parties that do not comply with those agreements. The sanctions can come through the means the EU has, such as the road to the EU. It is absurd to think that we can have a final process of dialogue yet without knowing what is happening with the agreements reached in 2011”, Krasniqi said.

She said that, while Serbia has already built a more stable position for dialogue, Kosovo has not done so.

According to her, Kosovo should have a political consensus regarding the dialogue process.

“We are not seeing that there is a consensus on the Kosovo side about the future of this process. We haven't seen the government platform that was sent to the House and then withdrawn. While on the part of the Parliament we have not seen any concrete initiative towards building a political consensus, or even discussing, maintaining a session where different political parties' positions about this process will be addressed, Krasniqi said.

However, according to Kosovo Government officials, Brussels' next invitation to continue dialogue with Serbia would have to contain the topics for the impasses in implementing all agreements reached. On the contrary, they feel that the invitation to continue dialogue would make no sense.

Kosovo institutions are insisting on implementing reached agreements, which, according to Pristina, are blocked by Belgrade. First of all, energy deals are cited -- the one for the opening of the bridge over the Iber River, the return of cadastral documents, recognition of diplomas, and allowing the operation of rented facilities in northern Kosovo. The Serbian side, on the other hand, insists on the faster formation of the Association or Community of Serb majority municipalities. / REL
