The final phase, as well as the entire dialogue process, has been eased by the EU's high representative for foreign policy.
The dialogue had started at the time that it was Baroness Catherine Ashton, as she intends to conclude from her successor, Federica Moghrini. At the next start, Mogher's mandate ends.
