The guideline was released today as the World Football Championship is under way in Russia in the country's 11 different cities.

State Department warning says major international activities such as the World “set a target of interest to terrorists” and that “attacks can occur unexpectedly in objects of interest to tourists, in urban transport or in public places”.

But according to the “American citizens often become victims of intimidation, mistreatment and other harassment by rule forces and other officials” and that often “consular personnel are hampered in efforts to provide aid to citizens”.

The State Department also says Russia has reduced the number of American diplomats in that country by limiting the ability of diplomatic missions to provide services to American citizens”./VOA
