The decision states that all owners who have illegal license plates are free of taxes for registering their vehicles with KS and RKS signs.

Kosovo Government Deputy Minister of Internal Affairs Milan Radojevic earlier stated that one of the conditions for re-registering is that the vehicle has been registered until September 14, 2016, which is also the date of reaching Brussels' free movement agreement and that the driver has Kosovo documents.

Radojevic also stated that interior ministry taxes have been abolished, but the other ministries' taxes remain in force.

Of the Serb citizens of northern Kosovo, such measures have been expected in various ways.

Vlada Deniz of Northern Mitrovica says he remains on two hands to submit to the re-registering procedure because, according to him, it would also mean the inability to change his vehicle and carry ownership to another owner in the future.

I hope Serbia will not change anything. If Belgrade has signed this, then we have no choice but to respect it and if we want to live here, then we have to do the re-register”, Denic said.

He has added that this would enable free movement through Kosovo even for those who, because of plates that do not accept official Pristina, have been impossible. As he said, there is nothing left but accepting reality.

Stefan Aritonovic has made his vehicle's reroute recording because, he says, it is necessary to consider living in April, which is located on the south side of the Iber River. According to him, this decision facilitates the lives of many citizens living in Kosovo, because in the current situation, many citizens pay two censuses, Kosovo signposts and with signs released by the Serbian state with the signs of Kosovo cities, so that they can move to both countries.

“With the KS registration signs, they received the confirmation with which they could easily move to Serbia, without any additional spending”, Aritonovic said, adding that with the signs issued by Serbia's state, he could not move towards Pristina or Gracanica, because they are unleg.

Olivera Milosevich of Northern Mitrovica says she does not need to make the vehicle's re-registering.

Our “needs in northern Kosovo are oriented towards Serbia, not central Kosovo. I would not enter this adventure of changing billboards and registrations to Kosovo”, Milosevic said.

Milorad Radovic, says that even if the signs are changed, it remains questionable whether such vehicles will have any particular signs, which, according to him, would not be good.

Despite all, this depends on what signs will be carried, so that we from the north will not be marked by what signs we carry”, Radovic said.

The 2011 Brussels Agreement envisions that all owners of vehicles living in Kosovo should exploit registration plates marked by KS or RKS and thus remove signs issued by Serbia's Ministry of Internal Affairs by signs: PR (Pristina), KM (Mitrovica), UR (Frizaj), PZ (Prizren) and GL (Gjlan), which for Kosovo authorities are illegal.

The new agreement on registration signs, 2016, in addition to the removal of Serbian registration signs, also envisions the abolition of “Tables of provouse”, which Serbia provides for Kosovo billboard vehicles and circulates in Serbia. The new agreement envisions that state symbols on registration boards are covered.

This part of the deal is still not being implemented.
