This is how the National Audition Office for 2017 recorded in the municipality of Istog as a weakness.
“In three cases the municipality has not implemented any process of conforming the legal requirements, and monthly payments to these officials, in no case have submitted testimony or report to verify that the contract must have been implemented or accepted by the constitutional services”, the report states.
Identified weaknesses result in a literal lack of competition and poor quality of service provided, while in the absence of municipal controls risks unplanned growth of these expenditures that may affect non-fulfillment of other defined objectives, the report is further said.
The ZKA recommends the mayor of the Istog municipality that it must ensure that measures have been taken to cut the practice of contracting without recruiting procedures and the duration of these agreements be made in line with the relevant legislation.
Under the Civil Service Law, long-term appointments for a period shorter than six months will be made on the basis of contracts called “Agreements for special services”, which subject the Law to obligations and for which a simplified recruiting procedure is implemented.
The National Audition Office has also enumerated as shortcomings in setting criteria in procurement activity “The size of capital projects”.
