Chief executive Ramush Haradinaj, earlier this week, said the Kosovo Army would be formed by law, and not by constitutional changes, if such an option continues to be rejected further by the Serbian List.

This news was not well received by the US Embassy in Kosovo, where through an answer it said the Kosovo Army should be done only with constitutional changes.

We have urged the government to methodically work on the KSF transition and to continue with its campaign within Kosovo, as well as with international partners, to ensure maximum support for this transition. The US continues to support the KSF transition through a constitutional change of”, the embassy's response said.

Nevertheless, the government now says they are aware that the establishment of the Kosovo Army will take place through constitutional changes, not by law.

That's how Prime Minister Avni Arifi's chief of staff has responded to the news.

Kosovo's “government is aware that the finalisation of the process of transformation by the Kosovo Security Force of the Armed Forces of Kosovo is done only with constitutional changes”, Arifi has said briefly.

Arifi's response suggests that the government has backed away from what Haradinaj had said.

Otherwise, the prime minister on a TV show Tuesday said he has turned the draft law on the military after arriving at his desk.

I returned the law. He was in government. I have turned back, because it has preceded constitutional changes”, Haradinaj has indicated.

The prime minister's rationale for the military to take place by law was the lack of two-thirds of the vote in the Kosovo Assembly that would be unable to defeat constitutional changes, so he has demanded that the draft law be amended so that Kosovo's army can be made only through law.
