The latest show “Justice in Kosovo” broadcast the research of a suspicious process, where four Kosovo hydropower plants have been transported to the Turkish company KEDS during the process of selling the power grid.
The ministers of Hashim Thaci's government, who were paid to ensure that the state would benefit from the contract, have consistently denied their responsibility.
The first to be contacted by the DNK to receive clarification was Besim Beqaj, the minister who is currently running the Ministry of Innovation.
He had not responded to the show's requests to explain the process.
But it was this minister who in the Kosovo Assembly at the time of privatisation had declared that Kosovo is not privatising hydropower plants.
Very often, comparisons are being made with both Albania and Macedonia... In the transaction structure in Macedonia, except that some of the old debts have been sold, the asset of a 40-megawatt hydropower plant has also been sold. So not only was the distribution sold, but generation in this concept. And this did not happen in Kosovo”, Beqaj had said in the Kosovo Assembly at the time of privatisation.
Another character of this agreement, current Finance Minister Bedri Hamza, has also refused to speak to cameras.
In a telephone conversation, he said he didn't know much about this contract or about energy. Even as he said, he can't change even a lamp he calls “ylic”.
No, no, no, no, no, no, no, no, no, no. Part of it was done when I was governor of energy, and I don't know how to change it anymore. I've never even known where I am, nor did I talk about my financial situation.
While the Turkish company in an answer to the DNK Commission has clarified in some form what happened in the background.
The KEDS has indicated that, along with the distribution and supply, the lease/consensation contracts KEK has linked to private operators currently operating on.
The “Assets for transfer from KEK to KEDS are the administrative and production buildings that were given to the licenses of KEK by a monthly lease of 7,000 euros, along with the licensing agreement and the power purchase agreement that was approved with the ZRR signing at a 42-50 euro price for MWh produced”, the ECDS's response to “Justice in Kosovo said at”.
The company says it does not benefit from hydropower.
The “Nor KEDS, which receives the rent as a monthly income and returns it via tariffs, nor does KESCO buy the energy produced by these hydropower plants at a higher price than KEK, says KED response.
