During the 1994 nuclear crisis, when North Korea announced its withdrawal from the proliferation treaty of nuclear weapons, serious negotiations were held between the United States and the Kim Il-Sung regime.
American officials have made clear demands and warned North Korea of “serious negative” if you will continue the high-ray missile programme that could hit American territory in theory, Kosovo Press broadcasts.
The published documents show Clinton's associates did not have very high expectations for negotiations, and especially did not expect a quick solution to the situation. Until the war, an agreement was reached to stop the development of nuclear weapons in North Korea, and Americans agreed to provide specific supplies to nuclear reactors.
With the same agreement, North Korea agreed to allow inspections at all its nuclear facilities.
