There is no link that Kosovo's budget remains too small, and whether economic development is too small. The political elite's narrow vision is that within this scheme they will be at the top. It's not about whether that in a distant future can produce social unrest. And where the enemy will be no more outward, Srbia, but inside, Ramush.
