Private teachers of superior education have business status aimed at gaining, not learning. These are discriminated against in many ways: both in financing, academic and legal staff. The funding of these institutions and their existence depends on the registration of students “consumers” while facing public institutions that give them the greatest job; and which manages the taxes of these students, of these private institutions, to pay for both their studies and the students of the Public University.

In the existing form, in both variants everything can be, but only quality is not!

The best way to work would be:

  • A university school should not be obliged by law, and thus it is not the state obliged to finance the mass study, as it is now!
  •    The current budget which finances these institutions to change the way funding is funded by the Ministry of Education! The Ministry of Education, make comfortable market demand policies and, in line with these requirements, also finance (study for students) scientific studies by university institutions.

For quality assessment, an independent institution that monitors the work of these institutions in a scientific and periodic manner, not with speculation and perception, how it is actually done in this sphere, and in which we are very stuck!

This instrument could be like the NGO, which creates protocols and evaluation criteria for these institutions.

The assessment is in this form:   

To establish an independent institution for the evaluation and monitoring of these institutions, this could also be a government organisation! This organisation puts all institutions of superior education under constant monitoring in Kosovo; Turned out with periodic reports of estimates made.

The value domain included:

  3. Technical infrastructure, which is in line with the study programmes that the institution offers.
  4. The research projects that the institutions are doing, that go into the service of citizens or Governments!

  6. Monitor the number of employed students after graduation!
  7. Monitoring employed students about how much their work has been productive in the institution where they're working!

This would be a very impartial and subjective way of valuing, where each institution would account for the value scores based on the general number of students in the current program, drop the percentages, and publish the results according to the overmarked specifics!

On the basis of this assessment, students would also be instructed to continue their university studies and direct their respective funds for university studies!

That would eliminate politicisation of the system, nepotism, corruption, arrogance, etc.!
