Despite the legal obligation, a considerable number of municipalities continue not to publish budgetary documents.
Out of 153 binding public hearings, 61 were not held, KTV reports.
According to the GAP Institute, full budgetary transparency enables citizens to engage in budgetary processes and makes preventing public money from mismanaging.
The findings of the GAP Institute report show that compared to 2016, in 2017, the index ranks municipalities at the highest level of budgetary transparency.
While in 2016 only 47% of municipalities have collected over 50 points in the index, in 2017 there are 53% of municipalities with over 50 points collected.
As another problem from the GAP Institute, the format of publishing budgetary documents is being seen.
According to them, the Microsoft Excele version allows easier access to data analysis, where 55% of the documents are in this format, 20% in the PDF, 17% in the PDF format, scanned and 8% sent through demand.
The budgetary transparency index is published on annual grounds by the GAP Institute, and in addition to the assessment, it contains concrete recommendations for improving budgetary transparency in each municipality.
