It's about not remuneration of the T VSH for the part of the investment conducted by the FSHF at the “National Arena” Commission. According to recent statements, future renting will be taxable. The following is your FSF's full notice.

From the Ministry of Finance comes another news: Appeals Commission refuses to reimburse T VSH for the FSHF investment part conducted at the “National Arena” stadium. This means that this investment lacks approximately 2m euros and that practically completion of stadium works is seriously questioned.
Based on the VKM No.953, the 29/12/2014, Article 5, Red Sports Centre 5, has made chronological statements in the books of buying and selling VAT, considering and declaring that future rent will be taxable. This explanation is not for the Appeals Commission, which behaves like a group of ultras”, but for those who know and understand this legal procedure.
