The European Commission gave member states the report on Serbia's progress in chapters 23 and 24 of negotiations for membership in the European Union.

Free Europe Radio has seen this document, which finds tangible results lacking in key areas such as judicial reform, the fight against corruption and media freedom.
This report also notes that the implementation of the National Strategy for Investigation and Procure War Crimes “is very slow”.
The report has found that Serbia has made some progress in areas, such as institutional reform, national minority rights, money laundering and asylum issues.
Progress in chapters 23 and 24 as well as constructive approach to normalising relations with Kosovo are crucial for Serbia, so that EU member states authorise opening new negotiating chapters.
Serbia expects to open new chapters in December.
