Avni Arifi, chief of staff of Kosovo Prime Minister Ramush Haradinaj, has published a letter he has sent to the office of senior European Union representative Federica Moghrini, on May 25th of this year, when she has extended an invitation for a joint meeting with Serbia's delegation.
Arifi has said she would like Moghrin to react and feel worried even at the time when Kosovo has expressed disappointment over various things.
His reaction comes after Moghrin has reacted today, saying he is concerned about imposing the tax on Serbia and demanding that it be removed as soon as possible, the indexoline follows.

The European Union was fully aware of how Serbia violated all agreements.

Below you see the letter I sent to her office in my name as the chief of the Kosovo delegation.

Dear Thomas,
I must point out that I am completely disappointed and offended by your invitation. This invitation testifies that your role as an EU relief team for technical dialogue between Kosovo and Serbia has transformed into the right hand of the Serbian delegation, serving Serbian interests in creating their agenda. For months, we have rightly insisted and sought your help in facilitating implementation of the waiting Energy Agreement and other agreements. However, you have completely ignored our constant and successive demands to focus on the energy issue that the entire continental market has been interrupted and literally needs only two hours to be resolved.
In addition, you were silent when Kosovo Handball Team girls were terrorised and not allowed to play a sports game in Serbia. You were silent when Serbian authorities denied the free movement of the Kosovo Karate Team in Serbia for pure racist reasons. You have been silent when some Kosovars broke up at Serbia's border for no reason, for pure discrimination behaviour. You were thrilled when all meetings in Integrated Border Management have been cancelled and rejected by the Serb side and what is worse, you remain silent when Serb leaders publicly lie that they have implemented all agreements with Kosovo.
To make things even worse, Serbia's diplomatic activities against Kosovo have been published by many of the Serbian officials, who step by step and proudly employ Serbia's diplomatic power against the new recognitions of Kosovo and lobbie many in all states that have already recognised Kosovo. The act of recognition.
So my answer is: we will attend your invitation after all unresolved agreements have been fully implemented and respected:
Energy deal;
Freedom of Movement;
University degree recognition;
IBM?
Regional representation and co-operation;
Mitrovica Bridge;
And finally, before I make a presentation in Brussels or elsewhere, the Steering Team will have to work with O team. The SEU and make a presentation for myself.
For clarification purposes, as I have rightly stressed the last meeting in Brussels, our teams travel to Brussels to participate in technical meetings in order to facilitate implementation of all existing agreements, without holding them all hostage. I remind you of the Serbian delegation's chief statement: “We are here only to implement the Association Agreement”. At this invitation you actually say the same thing.
