If the Kosovo-Serbia dialogue does not close within a year, Kosovo risks entering a frozen conflict with Serbia.
That conviction has been shared by Kosovo political analyst Agon Maliqi during his stay in Belgrade, where he has participated under the Forum for Security.
He has warned of other dangers facing Kosovo and, therefore, the entire Balkans, if the Kosovo dialogue issue ? Serbia does not end with an agreement acceptable to both sides.
Maliqi: Kosovo risks entering frozen conflict if no agreement is reached with Serbia
“There are huge risks if this process is not completed within a year. If we allow the process to move towards the EU's future mandate, where the crisis within the EU is deepening, where internal divisions are then threatening to reflect on a lower interest in the Balkans. We like Kosovo are entering a very fragile environment without resolving this last part with Serbia. I think that in a sense this could lead to a frozen conflict with huge risks for later that will not enable us as Kosovo to deal with more important topics that somehow empower today's political elite even more the fact that there is dialogue and we have to deal with dialogue”, Maliqi said.
During his stay in Bocgrad, Maliqi has been the panelwriter, where she has been discussed for dialogue between Kosovo and Serbia.
It shows that it has highlighted the importance of giving a boost to dialogue, preserving Kosovo's borders and the state model that was built in 2008. While adding that Serbia's so-called office director for Kosovo, Marko Djurovic, has disputed Kosovo's citizenship.
Maliqi: New phase of dialogue was forum's main theme
The general theme was the new phase of dialogue and we arrived at a lot of focus. The first I emphasised, since there were political representatives on the panel, is the question of Kosovo's citizenship as a process which cannot be turned back. That Kosovo exists as an international consolidation entity. Which Mr. Djurditch disputed. It means that we're entering this stage being entities that are in some form trying to complete the consolidation of citizenship”, Maliqi indicated.
Not least attention has been received by President Hashim Thaci's idea of restructuring the border. At this point, analyst Agon Maliqi stresses that Kosovo's priority should be reaching a final agreement without changing borders.
On this issue, he has also shown the mood that has been displayed by the diplomatic representatives he has met with.
Maliqi: US and France view the idea of “correction of borders” as pragmatic opportunities
It's one of the proposals. President Thaci has received a major political risk to propose that idea. There's great scepticism. It is a major fear of regional consequences, especially in Bosnia but also in Macedonia, especially after the failure of the referendum in Macedonia. There is a fear of the consequences. There is also a belief that this is not a solution that can solve something. That it is not a solution first to apply, because we do not know where it will lead. That there are many dangers that could cause even greater conflict... But there is also a more pragmatic spirit, especially the US and France and some other EU countries, which see this as a pragmatic opportunity to solve the problem”, he said.
All in the end, he has told Kosovo Press that border correction should be seen as a tactical element, but has stressed that there are risk elements, whether short term.
