The government of the Republic of Kosovo has been informed of preparations that have been conducted so far for holding the joint meeting of the Governments of the Republic of Kosovo and the Republic of Albania that will take place on 26 November in Pec.

Deputy Prime Minister Fatmir Limaj has announced preparations made so far in identifying possible topics and agreements that could be signed during this joint meeting.

At today's meeting, the government cabinet has been informed by the Ministry of Internal Affairs for realising the operational command “Stop the drug at school”

Running Operational Order “Stop the drugs in school“Kosovo police in the 02.10,2017 to September 30th 2018 have implemented their activities both in the field of prevention and in the field of combat. Visits and contacts with school staff, school patrols, lectures for students and dating parents in elementary and high school schools have been made, and tracts/reliable anti-drug have been distributed.

While, in the field of combat, persons who have attended the 350m security zone around schools have been searched by cars, locals and other suspected sites. This way of implementing the Plan has undoubtedly resulted in success by producing concrete results.

Prime Minister Ramush Haradinaj has been demanding that all acts of law and security protection stiffen measures and actions in preventing and combating drug use near our schools.

Kosovo's government has reviewed the demand for financial means for sancing damages caused by floods in the Mamushha municipality. The Ministry of Finance has recommended that the next meeting bring the decision on the possibility of compensation for damages and those providing means.

Four thousand (450,000) euros have been earmarked by the Kosovo government to meet the annual contribution of the Government of the Republic of Kosovo for 2018 to the Regional Co-operation Council, headquartered in Sarajevo.

The government has approved the State Anti-Corruption Strategy and Anti-Corruption Action Plan 2018-2022. The strategy is divided into four sectors: the public political sector; the public administration; law enforcement and judiciary; and public procurement and public finance management.

Developing access “zero tolerance” to corruption continues to be the main objective of strategy, while other general principles of the strategy are: Building integrity, responsibility and transparency in the work of public administration bodies and strengthening citizens' trust in public institutions; Improving legislation and strengthening institutional capacities for preventing and fighting corruption and awareness and educating the public in the area of fighting corruption.

The Kosovo government has earmarked two hundred thousand euros on the basis of the Millennium Challenge Corporation's request and UN agencies in Kosovo. Divided tools will be used to verify and publish key government indicators for 2018 and preparations for transition to the Kompact programme.

Arrangements for public assistance procedures and forms have also been adopted. The regulation determines the criteria, the form and content of the announcement in line with which the state aid giver announces plans to provide state aid. With this act, plans for providing new help or changes for existing help are arranged.

The government cabinet has approved decisions on drilling for public interest and taking responsibility on the Government of Kosovo for carrying out the total sum value of ex-Societies and eventual demands of creditors for objects of former Social Enterprise “Grmia”; Afarist ground target, former city bar; The building of the former Social Enterprise “Renaissance”; and the building of the former“Foundation Bank of Ljubljana”. Exploited objects are in use for the needs of accommodation and the work of state and public institutions of the Republic of Kosovo.

With the Ministry of Infrastructure's proposal, the Government has established the Road Traffic Safety Council in its composition:

 

) Minister of Infrastructure presiding;

 

) Minister of Internal Affairs, member;

 

Minister of Justice, member;

 

) Minister of Health, member;

 

Chief Director of Police ?

 

) Minister of Education, Science and Technology member;

 

) Head of the Communist Association, and

 

A representative of the Prime Minister's Office.

The Council will take care of the development and implementation of policies and measures in the field of road safety; the establishment of public awareness on road safety issues through organisation of promotional campaigns; the co-ordination of jobs of all institutions that are involved in road traffic safety; and the co-ordination of work with all subjects for promoting road traffic safety.

With the proposal of the Ministry of Management of Local Power, the Government of the Republic of Kosovo has approved the UN Committee's request for withdrawing from the privatisation process and returning to the municipality some of the properties currently found in the administration of the Kosovo Privatisation Agency. These properties will be used to realise public interest in the Vushtrri municipality.

Even the decision to expropriate real estate affecting construction of the <x0->Pristina highway Gnjilan-andu White”, approved at today's meeting. The properties that will be subject to the expropriation are found in the Banu's cadastre areas, Slovi and Sleve of the Lipjan municipality; the Parlova cadastre areas in the Novoberda municipality and the Bresalc cadastre areas, Ponesh and Zegovci of the municipality of Gjilan.

The government of the Republic of Kosovo has approved the nine-month Financial Budget Report for 2018, which will be delivered to the Assembly of the Republic of Kosovo. The report contains the summary of key revenues and budget expenditures during the nine-month period of 2018. In this period, budget revenues have reached 1.315m euros, marking the 6 per cent increase, or 69 million more, compared to the ninth month of the preceding year. This amount of income represents 71 percent of the projected annual plan, while growth is largely due to the increase in regular tax revenues. The trend testifies to the flow of positive performance in private business and is evidence of improving the business environment in our country.

The budgetary costs of this period have reached the value of 1,311m and marked the 10 per cent increase, or 120m euros, more than the same period last year. The execution of budget expenditures during this ninth month corresponds to 62 percent of the planning. The increase is especially marked by the high execution of capital investments by 6 percent and flow spending at 11 percent.

In principle, it has also received approval the initiative for connecting the “Agreement on lifting visas for carrying diplomatic and official passports” between the Republic of Kosovo and Panama.

The European Integration Minister has announced the government cabinet with the review of the agenda's priorities for European Reform (ERA); the review of the National Programme for Implementation with the Stabilisation and Association Agreement; and the preparation of the first contribution of the institutions of the Republic of Kosovo for the European Commission Report for Kosovo in 2019.

Minister of Labour and Social Management has informed the cabinet of the general audience's findings and recommendations on the issue of paying double pensions illegally. He has called for the government cabinet's support to cut up the up-to-date practices of profiting both more and more pensions from pension schemes of the Republic of Kosovo.
