William Clyde Alan Trici (39) was arrested in a house in Logan City, north of Salt Lake City, the AP reports.
The FBI unit in Salt Lake City has earlier announced that the agency is investigating <x0) potentially dangerous 48x1> in Logan, about 106 km from Salt-Lejk-Siti.
Previously, Pentagon spokeswoman Dana White said the suspected substance in envelopes was not the rhyt poison, but the seed of the plant from which it is produced.
Reuters quoted unidentified American officials as almost excluding terrorism as a motive for sending envelopes.
The Pentagon received a suspicious envelope with retin, while another envelope was sent to the US Defence Minister.
Richet can cause death from 36 to 72 hours after only a small amount is administered and there is no antidote to it.
