The lawman Palushaji appreciates the need for legal consideration and whether everyone is in a similar situation.
For example, all persons who have cars in Kosovo are all being treated equal, are they being spotted. In this case, the action does not reach the legal test, because it is distinguishing citizens, who are equal to the Constitution, is differing from a basis that is the sign of the car, which says that citizens who are not of Pristina cannot circulate”.
Palushaji thinks that the number of tables, couples, and so on should be taken to Pristina.
We've had reports of large cities dealing with pollution, where they limit cars, where one day they're going to circulate the pair cars, which have the number of the table, and one day the cars with the table number to, that automatically half the number of cars. If around here it's said to be about 120 thousand cars, how many cars Pristina have, 50 thousand or 70 thousand, and if there are 200 thousand cars moving around in Pristina, I suppose half of them have the number of pairs and half of them, and so with this mass there would be citizens of reconciliation, and we knew it by the number of signs. This is saying that Pristina can all circulate, or signs 01, tables 02 will stop with the police. Palushaj says the decision from 6am not to allow cars to enter Pristina, only changes the routine of coming citizens to the capital, but according to him, is violation of freedom of movement.
This too forces citizens to change their routine of coming to Pristina. The focus is that this proposed move, violates the freedom of movement of citizens, and discriminates against citizens of other municipalities, which, in turn, citizens are not treated equally as the Kosovo Constitution envisions”.
And if any citizen sends the verdict to Constitutional, Palusha says he will win the case.
“E wins the case because the Constitution means it is not proportional measure, because the measure is not legal because it discriminates against a certain group. It's unconstitutional because the principle of civic equality has been violated”, Palusha says of news.net.
Today after day, Pristina Deputy Chairman Selim Pacolli, along with Environment Minister Albena Resiti, at a press conference have warned that by Wednesday this week the decision where cars will be banned from entering Pristina from other cities. As alternative, they are seeing citizens carry urban buses and create parking lots at the entrance of Pristina. A ban on the use of coal from businesses and households will also be obtained as a measure for reducing pollution.
