I am helpless in the face of a minister inviting scientists to reward and condemn them with contempt.
I'm nothing compared to the power a minister has to humiliate an entire community of scientists.
However, I have the right to ask for your support.
I don't have a party, I don't have leaders, however I think I have the right to seek dignified treatment.
I'm curious, to see how supportive civil society, media and all other institutions are aimed at advancing education and scientific research in relation to such a mockery.
If you have patience, read it, and if you feel as helpless as I am, share it, if there is an address that supports those who are disappointed in this country.

Since we all have an obligation to promote the best examples of respect for institutions, let me share with you my personal disappointment with the Ministry of Education and express my deep indignation with the treatment of scholars from this senior state institution.
This complaint of mine is also a call to state institutions and nongovernmental organisations to enhance responsible functioning and accountability in relation to individuals and groups aimed at promoting proper values in the field of education and scientific research.
I'm Victor Uka, a science of psychology. As with many other young scholars, I have responded to the announced competition for the <x0... New Year's scientist” and ““Year scientist”, published on November 15, 2017 on the Minister's website Education (see widow: http://mash.rks- gov.net/conservations?). The competition that has remained open until December 5th has never received an answer from officials Ministry.
Even today, when the date marks January 25th, there is no single response from the Ministry Application education. Meanwhile, no statements by officials have been missed The Ministry, including itself Minister, abort this competition in the media. The contest, according to official statements, has been cancelled because the Scientific Council The MAST had eight members and should have seven. This is considered illegal. That's all I agree to.
But the paradox lies in treating applicants. So let me ask you some simple questions, which I believe would have to be answered if the Ministry was committed to respecting the law and dignified treatment of young scientists.
How is it that applicants have received no official response to canceling the competition? I guess at least one explanation deserves everyone who applied. Meanwhile, I am convinced that an official response, with relevant clarifications, would have to be offered by officials of the ministry to keep legal obligations.
What clarification should be given to the 6 international institutions that have nominated me for the “award. New Year's scientist”? Tell you what. The Ministry has cancelled the competition because it is. The minister has been appointed a commission of anti-legal composition or to show you what we've learned in the absence of official response, that The ministry has much pressure to announce this year's scientists, those who have contributed to the coming of the ruling parties?
How is it possible to cancel the competition and stop reliterating?
Why are scientists being abused, since the Ministry doesn't explain the problems the science commissions have?
How is it that the terrible mistakes made in the The minister pays scientists and researchers, not those who made such illegal appointments?
Is that the reward you want to offer for new scientists?
Do you know how much time and commitment it takes to prepare such an application, with the criteria you seek, with the scientific publications you seek, with the number of references?
Let's put aside the abuse that happens to us, how can you explain the commitment you ask from international credit institutions to write reference papers and then completely ignore and conclude such a competition?
How is it that you seek the expertise of the whole world, trumpet the “brain conversion”, and on the other hand, humiliate those who apply for such a price?
Do scientists and those who try to promote scientific research in the Kosovo?
I can admit that for the Year's New Scientist Award, it may not be enough to have 6 scientific articles in international science journals, 19 quotations, 1 book, a chapter published by Ruutledge, 1 instrument for measuring concept and express language, 50 scientific presentations in local and international science conferences, 9 grants and local scholarships, 2 awards for best works and 2 notations for better works at international scientific conferences and 2 membership in international professional troops. But I'm sorry I can't accept such neglect and lack of responsibility from the Ministry of Education. I can take one. Not argued, but such humiliation I cannot accept.
Warning that I will follow every legal path to address such irresponsible treatment, I urge you to examine your decision and help install a culture, which at least guarantees dignified treatment of those who try to advance scientific education and research. Personally, I consider this to be a paradox that should not be repeated and I will try with all my being, that this complaint will knock on any institutional door, so that competitions will not be controlled by personal whims, but by legal principles.
