Haradinaj awarded tender to close businessman with his party

Two and a half years after rewarding former Prime Minister Mustafa's son, this institution has now awarded a tender to a businessman close to the AAK and Prime Minister Ramush Haradinaj, writes Periscopi.

Close businessman with AAK receives tender from Prime Minister Haradinaj's office

When businessman Genc Meraku ran for Pristina chairman in 2007, the Alliance for the Future of Kosovo promised smiles to the capital in case of victory.

Meraku failed to do so. But he has been successful as a businessman. He, last month, has enjoyed “a tender by the Office of Prime Minister led by Ramush Haradinaj.

Meraku, though inactive in the party, is known as one of the people close to this party and its leader, Haradinaj. His company “Zero positive” was named winner in December last year. This company's offer for the tender for maintenance of the prime minister's website is worth over 13 thousand euros.

His company has not yet provided answers to the Iseder as to what criteria it has met to benefit this tender. Meanwhile, the prime minister's office has confirmed that “does not care about party affiliations of applicants in the tender”.

The institution of the Prime Minister's Office has, in the past, awarded tenders to people close to the prime minister. When the government was headed by Isa Mustafa, his son had won tenders for the service of a BMW-type vehicle. After publicizing, Mustafa and his son, Besnik, had withdrawn from the tender.

Details of the tender benefited by businessman Genc Meraku's company

 Given the announcement of contracting, 16 private companies had expressed interest in the tender.

The tender procedure was open, according to official announcement. But only one contender was serious and had officially submitted the offer, according to the prime minister's office.

This was the consortium led by “Zero Positive”, the company owned by Genc Merak.

Part of the consortium is also the company “Rrota”. This consortium's offer was worth 13 thousand and 888 euros. This consortium will be responsible for the design and maintenance of the Prime Minister's Office website.

Prime Minister's Office: We don't care about party affiliation.

 Insander has asked the prime minister's office about the criteria this consortium has met to win the tender and has asked for comments on the businessman's closeness to Prime Minister Haradinaj.

Isa Hajdari, director of the Procurement Office, has stated that the rewarded company has met all the requirements set forth in the tender file and required for design and maintenance of the site.

He has indicated that this tender has been initiated by the Office of Information of the Prime Minister's Office.

“In the tender in question have had the right to compete anyone who has seen it reasonably, while the requirements have been minimal, without which the Procuration Law cannot enable procurement proceedings”, Hajdari said.

According to Hajdari, meeting the criteria is the only reason this company is rewarded with tender.

“... As far as company owners and party affiliation are concerned, we as an office are not interested in this information”, Hajdari stated.

However, Kosovo remains one of the most criticised countries by international observers for misusing the public procurement system and awarded tenders for people close to powerful politicians.
