Albanian. com clears the deputies' financial benefits for November 2017. Although they own more than one residence, some Parliament deputies have found that they have benefited public money as if they lived in rented homes and slept in hotels inside the country because of their duty as lawmakers. Eight MPs, during November 2017, have benefited from public money in values of between 21,000 and $350,000 for rent payments.

Concretically, they have received money from the budget for rent of Nard Ndoka deputies, Ilirian Pendavinji, Edmond Leka, Xhvit Bushaj, Edlira Bode, Izmira Ulcinaku, Nadire Mecorapaj and former delegation Glidion Rehovica. Meanwhile, six MPs have benefited from public money for sleeping in domestic hotels because of work related to their duty as lawmakers. Concretically, MP Adelina Rista has spent 72 000 dollars on the hotel, Andrea Marto 18,000 dollars, Izmira Ulcinjaku 29 750 dollars, Nadire Mechorapaj 29 750 leks, Tatiana Nurche, 72 000 leks, and Edward Schlasi $170.

As far as other expenditures are concerned, only for November 2017 alone, all MPs in Albania's Parliament have spent $464,848 on fuel. The amount spent is compensated for with the Assembly budget money. But during November last year, 140 MPs have spent on telephone communication of $24,000. MPs have benefited 531 586 leks of diet for November 2017. During the same period, MPs, for participation in permanent parliamentary commissions, have benefited $25,500, for attending meetings of the 16,500 Assembly Bureau of Parliament, and for participation in the assembly of the Commission for Election Reform, have benefited $31,000.

Manovra- In a study by the Institute of Political Studies, some MPs -- even though they have 2-3 residences in Tirana -- are declared homeless in the capital -- to make use of 500,000 euros a month for housing and travel. At least MPs, although they have private residences to verifiable in Tirana (second, third, even owners of apartment buildings, etc), declare another site, mainly in remote electoral areas. With this action, they receive special financial treatment for the housing trip, which runs from 500 to 1100 euros per month.

So, through formal statements (registering programmes in electoral areas), they are officially considered homeless in Tirana and treated as such, although they own apartments, villas, or other private and family dwellings in Tirana. Absurdi, under which civic taxes cost us expensive hotel deputies sleeping in their second/three private house, deserves immediate attention and institutional response”, the ISP has stated.
