Phillips proposes direct engagement of Americans in Kosovo dialogue Serbia

He has expressed the opinion that change of form in negotiations and the most powerful American involvement in it is needed.
Phillips has proposed a type of “Contact Group”, but only of states that have positive interest in the issue, not countries like Russia, which only has interest in exploiting their needs and preventing Kosovo.
According to his idea, Washington would also have to have a special envoy for this dialogue, while EU High Representative for Foreign Policy and Security Frederia Moghrini will only play the leader's role in such a dialogue at which Americans would be on the table.
