Albania would have been convincingly implementing five priorities, including current judiciary reforms. Macedonia will have achieved tangible reforms and will have resolved its name dispute with Greece, while both governments -- both in Tirana and Skopje -- will have started negotiations on membership.
At the end of this process, in 2025, all countries in the region will have initiated or even implemented comprehensive and convincing reforms in key areas of rule of law, competition, and regional co-operation and reconciliation.
