Citizens seek to freeze decision on completion

Civic initiative “Stoprs of the bottom lineer” requires change and completion of the completion Law, as well as freezing all executive decisions on physical persons in Macedonia until the revision is made to the work of magistrates and the entire judicial process during the executive completion procedure.

Christina Ampeva from the organisation “Lasen textile”, which supports the civic initiative “Stop the depositors”, says citizens unjustly have their accounts blocked and are forced to pay several times more of the basic debt they have had to any company for any given service.

To establish all completion decisions until a new completion law is passed, which in a precise form will define conditions and supplementary means that citizens will have to pay along with basic debt. However, we seek to become a detailed revision of the work of magistrates, swimmers, and anyway, because we have the chance of our members protesting where a debt of only a thousand denars (17 euros) for several years on the basis of usury, the owner, the designated citizen, received about 30,000 denars (500 euros) --”, says Ampeva.

Even Besa Kadriu, a legalist at the University of Southeast Europe in Tetovo, brings her experience, with her case for an unpaid telephone bill during 2001, has been forced to pay tenfold more years later for a debt for which, she says, she was informed, and the worst of which adds Kadriu is that no legal mechanisms exist to protect citizens.

For the sake of these circumstances, I think it's not only necessary, but it's very necessary that there's even international control to establish an institutional mechanism that will be functional and have legal mechanisms, which will also be realised in practical perspective. Otherwise we'll still be marginalized as societies. All these hard experiences we had for years, in the past, would God not repeat themselves. But if there are no forms or attempts of good experiences or practices, we will surely also be victims of the nature of these problems”, says Besa Kadriu.

Marjian Nenov from Civic Initiative “No Pasaran” supporting the “initiative Stop bookgoers”, says that the owners have been left free hands to block and account persons with social aid.

“We are not about what the law for completeness is completely abolished, we seek the magistrates to submit to larger controls on the part of competent bodies so that they are obliged to work under the Law and at the service of the citizens”, Nenov estimates.

Yet, all these warnings about the House of Masters are groundless. Masters say they work under the Law for completion, the fee assigned to the Ministry of Justice, respectively, and no one can be above the law, so to avoid paying the debt for a certain service it has received.

Masters stress that conscientious citizens who pay their debt on time do not pay interest. But for debtors who do not respect deadlines, completion procedure is activated.

According to the latest data from Macedonia's People's Bank in the first half-year of this year, by the end of June, with the decision of the bookers, accounts of more than 76 thousand citizens of Macedonia have been blocked, and 360,000 companies have been blocked at the decision of Masters.

Debtors within the year in the form of unpaid debt to municipal bills and unpaid loan installments have attracted about 100m euros annually.
