Indexline finds that according to KSF budget planning for 2018, of 53m euros, 18m euros have been earmarked for capital investments, in which it means building objects, buying equipment for the army, etc.
In this regard, security affairs expert Burim Ramadani has said that such a sum is reasonable for transforming the KSF into the military in view of the fact that this process will last for 10 years.
The creation of KSF in the Armed Forces, which has actually evolved into armed forces, is the issue of political decision and political decision and decision making, and I see no budgetary obstacles because under 1, completing operational capacities of the Armed Forces will take about 10 years, and on this basis continued budget growth will be in the numbers 5m to 10m euros. In the 22m-euro budget, the KSF stands for salaries and wages and has about 11m euros for goods and services. Meanwhile, according to budget and projections for 2019, there is no increase greater than twom euros. And for 2020, this budget is projected to be 4m euros in growth compared to 2018.
According to Ramadani now, in addition to the budgetary aspect, what institutions need to do in order to continue is to increase absorption capacities with donations with joint equipment, either in equipment from bilateral states, respectively.
Help through donations is extremely necessary and that such can complete the needs of the Armed Forces. In my analysis the problem of the budgetary aspect is a problem related to the decision to evolve the KSF in the Armed Forces because then it takes about 10 years to be fully capacityd as the Armed Forces, and in this 10-year-old could be a budget investment that catches up to 2 percent of GDP<1>, Ramadani concluded.
