The ZERE said the court ruling is not being implemented due to lack of the board.
But the ombudsman, who had initiated the case in court, is calling it unfair and unreasonable.
The ombudsman says the ZERE, failing to implement such a decision, is committing criminal acts, violating human rights. Attempting to stall the Appeals Court's decision calls ZERE's failure to respond to Parliament deputy Donika Kadaj-Bujupi, who had many times raised the issue of electricity payment for the north.
After that, the board's failure to process any implementation of the Court's decision, while adding that establishing the new board should be a priority for the legislative agenda.
Meanwhile, a group of lawyers have planned to launch an initiative for lawsuits against those who forced citizens to pay the current someone else has spent.
However, the ombudsman, Hilmi Jashar, again warns that the next step would have to be the compensation of citizens, who could also be achieved through a judicial process.
The institution, which is led by Jashar, is also investigating the situation with water bills for the northern part.
Water, energy and other municipal services bills, since the end of the war, have not been paid by residents of four municipalities in the north.
